Se rechazó la solicitud de nulidad de la Sentencia C-802/02 proferida por la Sala Plena, esta Corte advierte, que el peticionario en el fondo propone un conflicto de jurisdicción, conflicto que no puede ser planteado por un particular sino únicamente por los funcionarios que afirman o niegan su propia competencia.
Además, aquél no invocó la causal de nulidad prevista para el proceso constitucional en el Art. 49 del Decreto 2067 de 1991 pues, en lugar de ello, invoca una causal del Código de Procedimiento Civil que no es aplicable al presente caso.
